  1. Run the Owner Test Package manually (see /owner-test and OWNER_TEST_PLAN.md).
  2. Record findings in OWNER_TEST_REPORT_TEMPLATE.md and fix any issues.
  3. Decide on live provider activation (Provider Activation 1 go-live) — owner-gated.
  4. Decide on media providers (Provider Activation 2) — only if media is wanted; owner + legal gated.
  5. Complete edge security hardening + RBAC before any public/commercial launch.
